The the Eight of Cups stands for dissatisfaction and it's expressing the desire to withdraw, to walk away from a situation, to change, as we hear the calling of a new or different future. In some cases the Eight of Cups can even indicate betrayal. The combination of the Fool and the Eight of Cups represents a journey that can be literal or metaphorical.
To understand the elemental relationships between the cards, we should always take into account their actual meaning. The elements of the cards are Air (Fool) and Water (Eight of Cups). Even though one would expect that the Air and the spontaneity of the Fool would attempt to stir the passive waters of the Eight of Cups in unpredictable ways, the lessons learned in the cards before this Eight will allow for a more mature and grounded approach.
